Mao Zedong
On October 1, 1949, in a grand ceremony witnessed by crowds of Beijing people in Tiananmen Square, Mao Zedong, chairman of the Central People's Government, solemnly proclaimed the founding of the People's Republic of China (PRC).

During the initial post-Liberation period, the Chinese government successfully carried out land reform in areas accounting for over 90 percent of the total national agricultural population, and 300 million peasants were granted approximately 47 million ha of land. Amazing achievements were made during the First Five-Year Plan period, from 1953 to 1957. The average annual increase in national income surpassed 8.9 percent. China established basic industries necessary for full industrialization hitherto non-existent domestically, producing airplanes, automobiles, heavy machinery, precision machinery, power-generating equipment, metallurgical and mining equipment, high-grade alloy steels and non-ferrous metals.
The ten years from 1957 to 1966 was the period in which China started large-scale socialist construction. The nation's total industrial fixed assets quadrupled between 1956 and 1966 and the national income increased by 58 percent in constant prices. The output of essential industrial products increased several or even a dozen times. Large-scale agricultural capital construction and technical transformation got underway. Unfortunately, the "Cultural Revolution," which lasted for ten years (May 1966-October 1976), made the state and its people suffer the most serious setbacks and losses since its founding.
The Jiang Qing counter-revolutionary clique was smashed in October 1976, marking the end of the "Cultural Revolution," and the beginning of a new era in Chinese history. The CPC reinstated Deng Xiaoping, former general secretary of the CPC, to all the Party and governmental posts he had been dismissed from during the "Cultural Revolution." In 1979, China instituted a guiding policy of "reform and opening to the outside world" under Deng's leadership, and the focus was shifted to modernization. Major efforts were made to reform economic and political systems. Step-by-step, China was establishing a road with Chinese characteristics, a road that would lead to socialist modernization. Profound changes have come about in China since the country embarked on the policy of reform and opening-up. This period is the best ever since the founding of the People's Republic of China, one characterized by rapid and vigorous economic advance and markedly improved living standards.
Jiang Zemin became general secretary of the CPC Central Committee in 1989 and head of state in 1993. Succeeding him, Hu Jintao took the position of general secretary of the CPC Central Committee in 2002 and president of the state in 2003. Today, the CPC Central Committee, headed by Hu Jintao, continuously upholds the policy of reform and opening-up initiated by Deng Xiaoping. As a result, China's policies enjoy wide popular support in a stable political situation, burgeoning economy, and active diplomatic engagement.<<

Mao still had a huge influence over the Party, but was removed from day-to-day management of economic affairs, which came under the control of a more moderate leadership consisting of Liu Shaoqi, Deng Xiaoping, and others who initiated economic reforms.

In 1966, Mao and his allies launched the Cultural Revolution, which is viewed by many analysts and historians as an attempt to purge the moderate leadership and strike-back at Mao's rivals by mobilizing the population in support of his thought. Mao's sympathizers argued it as an experiment in direct democracy and a genuine attempt at fighting corruption and other negative influences within Chinese society. However, Mao's personality cult at the time and the hierarchical structure of the "Red Guard," as well as the economic reconstruction needed after these events, tend to contradict this interpretation. Extreme disorder followed in the wake of the Cultural Revolution, but premier Zhou Enlai mediated its destructive impacts and helped the moderate forces regain influence.

After Mao's death in 1976 and the arrest of the Gang of Four, Deng Xiaoping quickly wrested power from Mao's anointed successor Hua Guofeng. Although Deng never became the head of the Party or State himself, his influence within the Party led the country to economic reforms, exemplified by one of his favorite sayings: "It doesn't matter if a cat is black or white, so long as it catches mice." The Communist Party subsequently loosened governmental control over people's personal lives and the communes were disbanded with many peasants receiving multiple land leases, which greatly increased incentives and agricultural production. This turn of events marked China's transition from a planned economy to a mixed economy. The PRC adopted its current constitution on December 4, 1982.
Despite market reforms, the Communist Party of China remains in sole control, requiring the registration and supervision of all civic organizations. The CPC suppresses groups that it claims are threats to social stability and national unity, such as Falun Gong and the separatist movement in Tibet. Supporters of these policies claim that they safeguard stability in a society that was torn apart by class differences and rivalries, has no tradition of civil participation, and limited rule of law. Opponents claim that these policies severely curtail human rights and that they have resulted in a police state, creating an atmosphere of fear and ignorance.
In 1989 the death of the pro-reform official, Hu Yaobang, helped to spark the Tiananmen Square protests of 1989, during which students and others campaigned for democratic reform and freedom. The protests were soon put down on June 4 when PLA troops entered and forcibly cleared the square, resulting in hundreds of casualties.
This event was famously videotaped and brought worldwide condemnation and sanctions against the PRC government. The June 4th incident has been a taboo subject within the government, though the Party did defend its actions by saying that it was necessary for the continued stability and economic development of the country.

Shanghai, led post-Tiananmen China in the 1990s, bringing unprecedented wealth and international standing to the country. Under Jiang Zemin's ten years of administration, China pulled an estimated 150 million peasants out of poverty and sustained an average annual GDP growth rate of 11.2%. The country formally joined the WTO in 2001.
Although China needs economic growth to spur its development, the government has begun to worry that rapid economic growth could negatively impact the country's resources and environment. Another concern is that many people are not benefiting from China's economic miracle. As a result, the PRC, under current President Hu Jintao and Premier Wen Jiabao, have initiated policies to address these issues, but the outcome remains to be seen. For much of China's population, living standards have seen extremely large improvements, and freedom continues to expand, but political controls remain tight.
Government and politics
While the PRC is regarded as a communist state by many political scientists, attempts to characterize the nature of China's political structure into a single, simple category are typically seen as lacking sufficient depth to be satisfactory. The PRC government has been variously described as authoritarian, communist, and socialist, with heavy restrictions remain in some areas, most notably on the internet and in the press. At the same time, China is slowly becoming capitalist in its economic system.
The country is mainly run by the Communist Party of China (CPC), but there are other political parties in the PRC, referred to in China as "democratic parties", which participate in the People's Political Consultative Conference, while serving mainly to endorse CPC policies. There have been some moves toward political liberalization, in that open contested elections are now held at the village and town levels, and that legislatures have shown some assertiveness from time to time; however, the Party retains effective control over governmental appointments. This is because, in the absence of meaningful opposition, the CPC wins by default in most electorates. The CPC has been enforcing its rule by clamping down on political dissidents while simultaneously attempting to reduce dissent by improving the economy and allowing public expression of personal grievances so long as they are not organized. Current political concerns in China include lessening the growing gap between rich and poor, and fighting corruption within the government leadership. The support that the Communist Party of China has among the Chinese population in general is unclear because there are no consistently contested national elections. Also, private conversations and anecdotal information often reveal conflicting views. However, according to a survey conducted in Hong Kong, where a relatively high level of freedom is enjoyed, the current CPC leaders have received substantial votes of support when residents were asked to rank their favourite Chinese leaders from the mainland and Taiwan.
For much of China's history, the state had been ruled by some form of centralized imperial monarchy, which was followed by a chaotic succession of largely authoritarian Chinese Nationalist governments as well as warlord-held administrations since the last few years of the Qing Dynasty in 1912.<<

3:02pm is reported with details by means of a videotape. No doubt that the videotape is watched accurately. However, considering that we have to do with 1949, some problems are possible. In 1949 video recordings were still not sophisticated.
So, a video recording obtained from a film can be hypothesized.
A film can be assembled and shortened, cutting some "useless" pauses.
Some pauses in a Chinese ceremony can be hypothesized. Two minutes for the entire official, solemn proclamation seem to be too much hasty.
Consequently, 3:15pm is chosen, at least provisionally.

The Ninth National Congress of the Communist Party of China opened in Peking with grandeur on April 1.
Our great leader Chairman Mao Tsetung presided over today's session and made a most important speech.
The Ninth National Congress of the Communist Party of China is convened at a time when the Great Proletarian Cultural Revolution personally initiated and led by Chairman Mao has won great victory. This great revolution has prepared ample conditions for the congress politically, ideologically and organizationally.
Chairman Mao and his close comrade-in-arms Comrade Lin Piao mounted the rostrum at 5 p.m. Prolonged thunderous applause resounded throughout the hall. The delegates cheered most enthusiastically "Long live Chairman Mao!" "A long, long life to Chairman Mao!" "Long live the Communist Party of China!" "Long live the victory of the Great Proletarian Cultural Revolution!" "Long live invincible Mao Tsetung Thought!"
Mounting the rostrum together with Chairman Mao and Vice-Chairman Lin Piao were Comrades Chou En-lai, Chen Po-ta, Kang Sheng, Tung Pi-wu, Liu Po-cheng, Chu Teh, Chen Yun, Chiang Ching, Chang Chun-chiao and Yao Wenyuan.
Chairman Mao declared the Ninth National Congress of the Communist Party of China open. Then the congress elected its presidium. It unanimously elected Comrade Mao Tsetung chairman of the presidium, Comrade Lin Piao vice-chairman of the presidium and Comrade Chou En-lai secretary-general of the presidium, and decided upon the members of the secretariat of the presidium.
The congress adopted the agenda for the Ninth National Congress of the Communist Party of China:
1. The political report by Comrade Lin Piao on behalf of the Central Committee of the Communist Party of China;
2. The revision of the Constitution of the Communist Party of China; and
3. The election of the Central Committee of the Party.
The congress then proceeded with the first item on the agenda.
Comrade Lin Piao made the political report to the congress.
In accordance with Chairman Mao's theory of continuing the revolution under the dictatorship of the proletariat, Comrade Lin Piao in his report summed up the basic experience of the Great Proletarian Cultural Revolution, analysed the domestic and international situation and set forth the fighting tasks for the Party. Comrade Lin Piao's report was warmly welcomed by the delegates and punctuated by prolonged applause and cheers.
A total of 1,512 delegates are attending the congress. Among them are proletarian revolutionaries of the older generation in our Party and also a large number of advanced elements from among the Party membership who have come forth in the Great Proletarian Cultural Revolution. Previous Party congresses have never seen such great numbers of delegates from the Party membership among the industrial workers in factories, mines and other enterprises and among the poor and lower-middle peasants in people's communes and of women delegates from all fronts. Among the delegates from the Party membership in the People's Liberation Army which has made outstanding contributions in the Great Proletarian Cultural Revolution, there are veteran fighters of the Red Army who have experienced many battles and also new fighters who have performed meritorious deeds in the fight to defend the frontiers of the motherland. The delegates of Party members from among the Red Guards are attending a Party congress for the first time. The delegates to the congress were unanimously chosen by Party organizations at various levels through full democratic consultation and after seeking the opinions of the broad masses, in accordance with the decision of the Enlarged Twelfth Plenary Session of the Eighth Central Committee of the Communist Party of China. Tempered in the Great Proletarian Cultural Revolution, they are imbued with soaring enthusiasm and strong fighting will, fully demonstrating the unprecedented unity of the great, glorious and correct Communist Party of China achieved on the basis of great Marxism-Leninism-Mao Tsetung Thought and under the guidance of Chairman Mao's proletarian revolutionary line. This signifies that the present congress is a congress full of vitality, a congress of unity and a congress of victory. It will have a far-reaching influence in the history of our Party.
Starting from April 2, the congress will hold group discussions on the political report by Comrade Lin Piao and the draft of the revised Constitution of the Communist Party of China.
