The End of World War I: November 11, 1918
>>>The final Allied push towards the German border began on October 17, 1918. As the British, French and American armies advanced, the alliance between the Central Powers began to collapse. Turkey signed an armistice at the end of October, Austria-Hungary followed on November 3.
Germany began to crumble from within. Faced with the prospect of returning to
sea, the sailors of the High Seas Fleet stationed at Kiel mutinied on October 29. Within a few days, the entire city was in their control and the revolution spread throughout the country.
On November 9 the Kaiser abdicated; slipping across the border into the Netherlands and exile. A German Republic was declared and peace feelers extended to the Allies.
The armistice treaty between the Allies and Germany was signed in a railway carriage in woods near Compiègne on November 11, 1918, and marked the end of the First World War on the Western Front. Principal signatories were Marshal Ferdinand Foch, the Allied Commander-in-chief,
Ferdinand Foch
and Matthias Erzberger, a representative of the closest thing to a government that Germany had left.
Matthias Erzberger
Negotiations process
The Armistice was agreed at 5 AM on November 11, to come into effect at 11 AM, Paris time (for which reason the occasion is sometimes referred to as "the eleventh of the eleventh of the eleventh"). It was the result of a hurried and desperate process.
Acting German commander Paul von Hindenburg had requested arrangements
Paul von Hindenburg
for a meeting from Ferdinand Foch via telegram on the 7th. He was under pressure of imminent revolution in Berlin, Munich and elsewhere across Germany.
The German delegation crossed the front line in five cars and was escorted for ten hours across the devastated war zone of Northern France (perhaps, they speculated, to focus their minds on the lack of sympathy they could expect). They were then entrained and taken to the secret destination, Foch's railway siding in the forest of Compiègne.
Foch appeared only twice in the three days of negotiations: on the first day, to ask them what they wanted, and on the last day to see to the signatures. In between, the German delegation discussed the detail of Allied terms with French and Allied officers. The Armistice amounted to complete German demilitarization, with few promises made by the Allies in return. The naval blockade of Germany would continue until such time as complete peace terms could be agreed.
There was no question of negotiation. The Germans were able to correct a few impossible demands (for an example, the decommissioning of more submarines than their fleet possessed), and registered their formal protest at the harshness of Allied terms. But they were in no position to refuse to sign. On Sunday 10, they were shown newspapers from Paris, to inform them that Kaiser Wilhelm II had abdicated.
Kaiser Wilhelm II
Telegrams passed to and from the German team to both German Army Chief of Staff Paul von Hindenburg in Spa and the hastily assembled civilian government of Friedrich Ebert in Berlin.
Friedrich Ebert
Prince Max von Baden's last act as Chancellor was thus to send Erzberger on the November 7, 1918, to negotiate with the Allies in the Forest of Compiègne.
Max von Baden
He supposed that Erzberger, as a Catholic civilian, would be more acceptable to the allies than a Prussian military officer; in addition, he believed that Erzberger's reputation as a man of peace was unassailable. This decision was to have unexpected ramifications in the years that followed. <<<
>>>Erzberger apparently attempted to take negotiations to the limit of the 72 hours Foch had offered Hindenburg, but an open telegram from Berlin imploring him to sign immediately somewhat undermined his team's credibility. Ebert was desperate, facing imminent insurrection in many large German cities. Signatures were made between 5.12 AM and 5.20 AM, Paris time.<<<
>>>Key personnel
For the Allies, the personnel involved were entirely military:
- Marshal Ferdinand Foch, the French supreme commander
- First Sea Lord, Admiral Rosslyn Wemyss,
- the British representative General Weygand, Foch's Chief of Staff
Maxime Weygand
For Germany, the main 'plenipotentiary' was a civilian, with military advisors:
- Matthias Erzberger, for the civilian government
- Count Alfred von Oberndorff, for the Foreign Ministry
- General Detlof von Winterfeldt, Army
- General von Gruennel, Army
- Captain Ernst Vanselow, Navy
General Weygand and General von Gruennel are not mentioned in the (French) document.<<<
_____________
>>Erzberger made a short speech on the occasion, protesting the harshness of the terms, and concluded by saying that "a nation of seventy millions can suffer, but it cannot die". (Foch is said to have replied, "Très bien".)<<

After the War
>>>Returning to Berlin, Erzberger agreed to serve under Ebert as Chairman of the Armistice Commission, a difficult and humiliating task. He fell out with Ulrich Graf von Brockdorff-Rantzau in early 1919 for advocating handing over Karl Radek, the Bolshevik diplomat and agitator, to the Entente following the collapse of the German Revolution.
Erzberger became finance minister in June 1919, and endorsed the Treaty of Versailles. He was treated with particular contempt by the right wing, as the man who had signed what was becoming viewed as a humiliating and unnecessary surrender. He managed, however, to stabilise national finances, and reduced the financial independence of states. He reformed and unified the Deutsche Reichseisenbahnen, which began to make a profit for the first time and helped pay the reparations. In addition, he taxed luxuries and war profits, and replaced all provincial taxes with a uniform central tax code. The German tax code to this day bears his imprint.
He was forced from office in March 1920, and was later murdered in Bad Griesbach, a spa in the Black Forest (Baden) by members of the Organisation Consul, an act which was celebrated by right-wing extremists at the time. Erzberger's assassins were smuggled out of Germany and were prosecuted only after World War II.
Legacy
Erzberger was instrumental in preparing the German nation for peace and in ensuring that the Catholic Centre Party, the predecessors of today's Christian Democratic Union, retained a modicum of power in an increasingly radicalised Germany. His financial, federal and rail reforms transformed Germany. But his greatest, and most tragic legacy, was his signature, as a civilian, on the Armistice. This was pointed to for decades afterwards as an indication that scheming Socialists in Berlin had surrendered for personal gain when the German Army was still prepared to fight, and became an important exhibit in the Stab-in-the-Back Legend that propelled Hitler to power.<<<

_______________________
The peace was very temporary. Only a "prelude" for another, long World War.
In spite of "The Deeply Instructed Alerter" signature (OO67), a new long time (Saturn) of violent (TL66) disorder is evidenced (Chaos/Uranus), with strong "Impact on Social Systems" (AW197).
Eris may be in tune with "Social Strife".
Up to now, provisional keywords for Eris, suggested before the UB313 naming:
dam, damming, obstruction, obliteration, to be opposite, aversion for the extraneous, to obstacle the alien, false adaption between different matters, reciprocal aversion, feeling to be invaded, resistance, incommunicability, ecological incompatibility, underground instability.
Refinements are a work in progress.
